the surviving members of led zeppelin. the president is the addressing defense issues nationally and globally. he told boyko borisov, they talk plan on talking about leadership in nato as well as involvement with the international security assistance force in afghanistan. the president will speak at the cooperative stlet reduction symposium at the national defense university. that program is based on a law that was response orders by senator sam nunn and is aimed a lot of weapons of mass destruction in former soviet union states. he will talk about the progress in the specific area of national defense. and the election was nearly a month ago, but many states are still tallying their ballots. the united states election project is gathering some of that data and as found 28 states are reporting their official and

negotiations to avoid going over the fiscal cliff. i think it's time to call it out. i am tired of all of the crap. let's go to the chase this morning and say there is only one person standing in the way of resolving this fiscal cliff, john boehner. who probably now has earned the titles of the worst speaker certainly in our lifetime if not the worst speaker ever in the history of the house of representatives. the guy is just a totals total loser. look. here is where things stand. right? it's not complicated. president obama, we've got this big debt crisis. president obama, two things -- number 1, months ago, he put out a detailed plan. it's in print, and it's online, of how to resolve this fiscal crisis. no. 2, the republicans said we are not going to deal with it.

we will take seven weeks off. we will have an election and let the people decide. president obama went out in front of the american people. there was one issue, the central issue. it wasn't the war in iraq iran's nuclear possibility of iran getting nuclear weapons it wasn't peace in the middle east. it wasn't immigration reform. the number 1 was issue was president obama said very clear, we want the wealthiest two percents of americans to pay more in tax after having 12 years of a special tax break, which was only supposed to be temporary. if you say yes vote for me. mitt romney says, no, we are going to caudle, protect that top 2%. we are not going to raise their taxes. so if you say no, vote for me. that was a choice. the american people overwhelmingly, overwhelmingly, margin of 5 million, voted for president obama. john boehner is acting as if we never had an election in the first place and the election

doesn't mean anything. is the senator has passed a tax break and john boehner is saying no, we will let 98% of americans pay $2,000 more in taxes. we will give a tax increase. we will raise taxes on 98% of americans unless you give us another tax break for our buddies and millionaires and billionaires, the top 2% in the country. you can't blame even mitch mcconnell any more. it's john boehner who is standing in the way. he did so again the republicans give this babble. the president says what's your plan? what do you want to cut? close loopholes. what loopholes? they won't say. to them, nothing. a detailed plan versus nothing.

flabbergasted? he has known about this plan. you can check it out. this is nothing to be flabbergasted about. this was out there long since the election and ever since. >> a non--serious proposal. the president was asking for $1.6 trillion worth of new revenue over 10 years, twice as much aziz been asking for in public. stimulus spending in here exceeded the amount of new cuts that he was willing to consider. >> boehner -- >> it was not a serious offer. >> not a serious offer. wait a minute, the president has offered a detailed offer. right? not to get too technical but it's a $4 trillion plan, been out there a long time 1.6 trillion over the next years, cutting the deficit, 1.6

cutting the tax cuts for the wealthiest for americans, and medicare and medicaid and farm subsidies and other, $1 trillion in additional spending cuts that the house, the senate and the white house have already agreed to and then $800,000,000,000 in new spending new revenue from cuts and spending because of ending the war in iraq and in afghanistan. the president's budget is out there. on the republican side, there is nothing. i am going to get back to it. here it is, also guy in the way is boehner. you have heard me say this, that boehner is not a bad guy. i used to think that and if you let him go, he would make a deal. i don't believe that any more. i think boehner is out to -- he doesn't care about the middle class, and his goal is to let this country go over the fiscal cliff because he wants the economy to fail because he wants

president obama to fail. john boehner, again, i think the worst speaker ever, it's a time for leadership, not for playing political games. american people have spoken. this is a time for leadership. i think if john boehner is unwilling to lead, we've got to put pressure on him to get the hell out of the way. fish or cut bait. get the hell out of the way. he has no backbone. he has no balls. he is a lousy, lousy leader. he is a looser. i think we ought to start putting the pressure on him. let's pick a fight today with john boehner. it's not picking a fight with boehner. it's just doing something to save this country. so, peter, how do people -- i call on you join me in call okay john boehner lead or get out of the way. >> peter: if you want to send him an e-mail speaker.gov/contact. you can send it to him. if you are on twitter >> bill: speaker.gov spiritists

effective message. we will see whether or not they are able to convince anybody of it. republicans in the house are getting a lot of pressure from folks sort of the most rabidly anti-tax, grover norquist's good and a couple of other folks saying allowing any revenue, any rates to increase qualifies as a tax hike. >> yeah. but that's been their position all along. that was the central issue. taxes go up on the top 2% or they don't. right? it was obama versus romney. he keep come back to this that you heard bill crystal say what the hell are we doing as a party? even tom kohl said let's buy in 98% and get it out of the way and take credit for it. why is bajner refuse to go schedule a boat on that

stand up against -- a tax cut for 100% of the american people? really? really? i mean, this whole exercise here, somebody made this case to me last week that i thought was real smart the exercise democrats are going is to try to give john boehner cover. he needs this political cover needs to consider his own politics which is, you know he's got somebody in his number 2, eric cantor who would be willing and eager to take over the speakership if and when that opportunity presents itself. boehner, himself, has to eliminate the -- cantor's ability to take that opportunity. so he's got to be -- he's got to take the hard line there. so his own politics, he's got to be where you can see democrats trying to find a way to give obtain cover to claim a victory for his own base so he can find some middle ground there. >> meanwhile, i guess we should be happy that john boehner has

found a spot for a woman among the republican leadership, the committee chairs? right? nineteen white men appointed last week and talk about pressure. right? caller: yeah, and then finally on friday they announced con congress woman candace miller republican from michigan would take over the house administration committee. by the way, houseat admin is a reasonably powerful panel, not one of the prestick prestigious a panel. it's not inconsequential. it was clear they underwent so much pressure they had to make a little change. >> they didn't have to create a new committee just so they could have -- caller: not quite that far. >> bill: that was a pr body blow there for a while. caller: probably wasn't their ideal situation. >> bill: 29 days to go. it will probably be day number

he is calling for $1.6 trillion in additional tax revenue over the next decade. he wants $200,000,000,000 worth of stimulus spending. in return, he is offering 600 worth of cuts to medicare and other programs. we will be right back. alright, in 15 minutes we're going to do the young turks. i think the number one thing that viewers like about the young turks is that we're honest. they know that i'm not bs'ing them with some hidden agenda, actually supporting one party or the other. when the democrats are wrong, they know that i'm going to be the first one to call them out. they can question whether i'm right, but i think that the audience gets that this guy, to the best of his ability, is trying to look out for us.

by 10:00 a.m. he kills himself flovrpt his head coach scottie pioli and his defensive coordinator. by 10:00 a.m., the n.f.l. is telling the panthers to make the trip to kansas city. by 3:00 p.m., there is a hastily worded releases that say no, the decision was actually by the kansas city chiefs and head coach rom yes purnell and it's best for the team for the healing processes to go ball and play. now, en if you do believe that -- and frank, i don't. but even if you do believe that that it was the decision of the chiefs and their captains why is that even their decision to make? this seems like more an issue for mental health professionals than anymore. jaf javon belcher was a teammate and they had to process that he was a murderer and a suicide all in the matter of minutes and then had to play a violent game 24

hours later. it shouldn't have happened. it's a sham that it did happen. shame on the n.f.l. because they have such a high cultureal platform and the message that they are sending to their fans is that their schedule their multi-billion dollar training, that needs to run on time is more important than any kind of perspective about the terrible loss of life that took place. >> right. >> yeah. >> god forbid that they cancel a game and it may be lose any money? right? >> exactly. >> yeah. >> it's a terrible history that the n.f.l. has on this question. >> with his troubles, again, does this point to a bigger issue in the n.f.l.? is there any connection? or is this just an isolated incident where a guy just lost it? what do you say? >> well, here is the problem is that it's the -- it's the fourth suicide in the last year of former n.f.l. players. and there are people who started to come forward even in the last 24 hours to say that belcher was

dealing with head injuries in the same kind of a way that the other people who had taken their own lives were dealing with. so we are going to know more in the days ahead about what took place. but we do know that given the facts that we know for a fact that thousand now link firmly concussions and a condition that's known as post-concussive syndrome to things like agrees suicidal tendencies spousal abuse, all of these things are linked together with this kind of brain injury. given javon belcher had no history of violence no history of violence against women and nothing that would give a cue that such a thing would take place, i think in the days ahead, certainly we are going to hear more and more about that. >> i saw one official of the chiefs last night say that javon bell sher had nol history of head injury but he was playing football. >> the owner of the team who,

unprompted said that, that there is no history of concussions. with all due respect to mr. hunt i would not take that pronouncement very seriously. >> you probably saw bob costas last night raised another issue which was the gun issue. other incidents, we tend to -- we tend to overlook the fact that with so many of the murders and suicides, they are using a gun? right? >> yeah. >> and quoting jason whitlock from fox sports if he hint' had a gun, his girlfriend and he himself might still be alive today. >> whether or not one believes that and i have known enough n.f.l. players to know that they have the money and connections to get access to weapons if they want to have them, whether guns are legal or not i will say i give bob costas a lot of credit

for raising the issue at all because i thought the other networks were actually very shameful in their silence on this issue. i was really tracking it. and in none of the other networks networks, they showed highlights of the chief panthers games and did not say bellcher or cassandra perkins or say the word "murder" james brown on cbs says kansas city chiefs reelingal. i don't think the networks really realized. maybe they realize it but i don't think they quite realize by saying nothing, they are actually saying something. about their own perspective about the role of ball relative to this terrible tragedy. and i do give bob costas a lot of credit even if maybe that wouldn't be what i would have said, maybe that's not what i think, it's politically most pertinent message at this flash

rather than showing leadership on the issues facing this country. >> interesting. >> and what lincoln is saying with people at the same time saying we can't do this and lincoln is saying now is the time we have to move forward. we have to do this. you had a liter then which gets us to something we have been talking about which is the republicans don't have, in judgment, a leader right now. i mean john boehner doesn't seem to be leading. he is following, following the tea party. i mean the fiscal cliff is not so rocket sciences. we've got one bill. you can make it more complicated, but certainly, one way to look at it is let's take this one bill that the president talks about. it's passed the senate bi-partisan support. the president says he will sign it. it will give every myrna tax cut on the first $250,000 worth of income. this is a no-brainer.

isn't it? >> william -- >> shouldn't it be a no-brainer? >> it puts republicans in a corner who wants to vote against a bill that extends a middle class tax cut? nobody but of course republicans make the argument, well we can't just extend it. we have to extend all of them. with the economy, it isn't fair blah, blah, blah. we have heard this for months. longs longer than months. now that obama won, he has this new leverage. he's got a lot going for him finally, and he has the cojones to put a deal on the table as a starting bid in the negotiations that isn't already caving. this is the first. republicans are acting like we were saying during break that john boehner was flabbergasted by the proposal the democrats put forward. i think if anyone who has been following this is flabbergasted at anything, it's that obama put forward plan that is look a true wish list instead of an already-

half-caved starting point. >> here is boehner on fox"fox news sunday," his reaction to the president's plan and jay carney showed us last week has been out there for a long time. >> right. >> it's in print. it's online. if they have electricity, they could read it and john boehner says: >> i was just flabbergasted. i looked. you can't be serious. i have just never seen anything like it. we have seven weeks between election day and the end of the year. and three of those weeks have been wasted with this nonsense. >> okay. thank you, granted paw. >> he said "flabbergasted". >> flabbergasted. >> this is so silly. everybody knows this is posturing. everything is posturing. anyone reading into it, what is it? december 3rd today? we have until christmas to do this the we know congress likes

to do everything at the very last minute. we have a good three weeks ahead of us. maybe a little less for them to posture for two and a half weeks and 48 hours, john boehner and president obama will be on the phone making a final deal. >> so at the end of the day, you think there will be a deal and we don't go over the fiscal cliff. >> i used to think we were going to go over the cliff. i wouldn't put it past them. there is certainly some add vantedage for the going over the cliff for democrats. they can do nothing and what happens? everything expires sequester clicks in and we start for scratch and peput forward the same damn bills, middle class tax cuts and people are put in a position where they have to vote, this is the only thing they can vote for. >> every american if they don't act, if boehner holds his ground, they -- every american every american's taxes will go up.

>> that's $2,000 to middle class families january 1st and everybody will know who is responsible. right? >> right. >> president obama, john boehner right here democrats have the advantage here had a will be -- this is going to come down to what republicans -- republicans need to save some face here right? i think john boehner wants to make a deal. they all want to make a deal at the top level but they have to save some face. they can't just swallow this giant turned that is the democratic package and walk away looking like they have won anything. so republicans have to figure out what they are willing to concede. so is it a question of just swallowing all of the bush tax cuts for the wealthy letting them expire? i think they are going to have to -- i think they are going to end up putting something out there whether either they lower the percentage that -- that the bush tax cuts for the wealthy will be drawn at. the light a which they are cut off. this is great area with how much of those are cut you know.

>> was i hearing correctly, did jennifer just call this a giant turned? >> i think she said something about someone swallowing a giant turned. she said that on the "full-court press"? >> that just happened. >> i wanted to be sure. >> good ol' family term. good clean fun. >> i mean, you know, that's what they are saying. on the other hand, as tom coal said and bill kristol said? what are we doing at the party? this should be a no-brainer a 98%, call it up for a vote. vote it out and then say, hey, thanks to us, you are getting a tax cut. instead, they are going to say thanks to us your taxes went up. >> he has a point that is fair for republicans to consider, which is, you know let's just do this, pass the bill extend the tax cuts, go home have a mercy christmas because when we

notice number of vacancies. >> fewer vacancies? >> he has gone the complete opposite direction of his two predecessors. >> why? federal bench? right? >> court and district court judges. so we have 82 vacancies right now. >> that's very high. he came in when there was something like 55 vacancies. the problem is by a margin this is what is conventional. people often talk about the sent senate republicans block his nominees. it's as simple as that. >> i was going to ask you that: do you blame president obama or senate republicans for the filibuster? >> one thing i wrote about in the story is while we talk about a lot of times people talk about obstructionism in the senate republicans won't let his people through, which is very true. we have all kind of numbers that show the statistic on how much they have blocked but there is another piece of it. obama has nominated less people than bush or colinon.

he is something like 250 nominees put up in four years. and this compares to something like bush had like 231 and i think that clinton had 247. so it's not a huge gap, but it's noteworthy. i talked to the white house and said what's up? why are we not putting people up? we need more seats. they were a bit defensive and said we have been up against these senate republicans who aren't doing anything. and i got an analogy putting coffee beans into a coffee maker and it doesn't matter if you put 3,000 beans or 100 beans in the coffee maker, you are going to get one cup at a time and you can't basically put forward lots more nominees and expect the senate to do more because you put forward more. they are going to block all of these things. so it is kind of a 1-2 punch here with the reason we have this problem. it's the senate republican obstructionism. you can look at the nominees.

it's senate republicans blocking this. >> it's like i understand why the white house may get tired of putting people up there because they know they are going to be shot down. >> why would adding more nominees go make it go faster? >> it won't. we should probably ask the pope about that. >> i will tweet him right now. >> i love it. i love it. who does he blame? president obama? hey, jen nice to see you. thanks for coming in. i will look for you down at the whitehouse at 12:30. i will be back with today's parting shot. >> this is "the bill press show."
